Regulations on the Sanctions of Discipline Measures for International Students of KMU

Chapter 1  General Discipline

Article 1           In order to appropriately manage education activities of our school, to establish and promote the teaching for international students, and to maintain an optimal learning and living condition for the students, we made rules that coalesce with school’s current state, yet abiding to the essences we drew from established national laws that include but not limited to: Higher Education Law of the People's Republic of China, Provisions on the Administration of Students in Regular Institutions of Higher Education, Higher School Student Code of Conduct, and Administrative Measures for the Enrollment and Cultivation of International Students by Schools. The Regulations shall be interpreted and implemented by the International Education School of Kunming Medical University.

Article 2           This regulation holds jurisdiction over misconducts of international students including undergraduates,  postgraduates and non-academic qualification students both on and off campus.

Article 3           Assessment and disciplinary action given shall follow the following principles: to maintain due process, to seek adequate evidence, to take accurate disciplinary action, to combine education and punishment, and to protect the rights of complaint.

Article 4           Misconduct occurred during vacation, clinical practice, off-campus observation, social work practice, etc. shall also be subject to disciplinary action according to this regulation.

Article 5           Level of sanctions (in increasing order of severity):

                           1. Warning (to deduct 5 points from the annual comprehensive score; three Warnings equal a Severe Warning)

                           2. Severe Warning (to deduct 15 points from the annual comprehensive score; two Severe warnings equal a Demerits Recording)

                           3. Record-of-Demerit (to cancel the scholarship qualification of the same year; two Record-of-Demerits equal a disciplinary probation)

                           4. Disciplinary probationto cancel all 6-year qualification for scholarship, if any Warnings or Severe Warnings are made in the period of probation, the probation will be postponed; if any disciplinary punishments which are equal or higher than Record of Demerit are made, the Academic Expulsion will be made.

                           5. Academic Expulsion

                           6. All the punishments given shall be recorded till the graduation of the person, other punishments shall be accumulated accordingly.

Article 6           Disciplinary probation begins at the receipt of notification of disciplinary action, and its duration is one year. The said duration of probation shall terminate at the time of graduation for the final year students. Suspension from school due to other reasons shall not be included in the probation period. Academic expulsion shall be made directly if a second disciplinary probation is issued.

                           Lifting or furthering of probation duration due to changes in behaviours:

                           1. Students without any misconduct during probation shall submit an application to the International Education School when probation expires. After being evaluated by the International Education School and approved by vice president, probation shall be lifted.

                           2. Students who have committed misconduct during probation but inadequate for Record of Demerit shall be given other appropriate disciplinary action by the International Education School. Furthermore, extension of probation shall be given at half to one year according to severity of the misconduct; the total addition of probation duration shall not exceed two years, however.

                           3. During probation, students who have committed misconduct that prompts demerit shall be punished as such; in a case where severity of the misconduct goes beyond demerit, he/she shall face expulsion from school.

Article 7           Expelled students shall finish necessary procedures and paperwork within 5 working days of notification of such disciplinary action. Students who received expulsion from school shall nullify their student visa at the Public Security Bureau of Kunming, and change to temporary stay visa(at most 10 days). Kunming Medical University shall execute expulsion procedures on behalf of students who have exceeded the 5 working days. After expulsion, he/she maintains the right to request for certificate and transcript of study from school.

Article 8           In the cases of following behaviours, heavier sanctions are imposed:

                           1. Subterfuge or obstruction of justice: interfering with the work of police, investigators, regulatory agencies, prosecutors, or other school officials.

                           2. Intimidation, retaliation toward police, investigators, witness, prosecutors, or other relevant personnel.

                           3. Organizer or superintendent for collective violation.

                           4. Repeat violations of regulations.

            5. Invite off-campus personnel to make trouble, threaten teachers, not to listen to dissuasion, make unreasonably troublesome, and make things worse.

                           6. Other scenarios where heavier sanction is prompted.

Article 9           In the case of following scenarios, disciplinary actions are mitigated:

                           1. Confession of misconduct, and showing of good behaviour toward repentance.

                           2. Cooperation with police, investigators, regulatory agencies, prosecutors, or other school officials. This include providing vital information, and unveiling of other’s illegal behaviour or violation of the code.

                           3. Misconducts resulted from coercion by others.

                           4. Other scenarios where lighter sanctions are prompted.

Article 10         Students’ punishment could be mitigated after being granted Limitation of Liability by police or judicial authority.

Article 11         Criteria prompting disciplinary action of academic expulsion:

                           1. Violation of provisions to the Constitution of People’s Republic of China (PRC), which action resulted in disruption of order in society.

                           2. Violation of provisions to the criminal laws of the PRC that resulted in criminal felony.

                           3. Serious violation of laws of Public Security of the PRC with odious nature.

                           4. Serious violation of rules of Examination Code of conduct by Kunming Medical University

                           5. Serious plagiarism of others’ research, academic work and findings

                           6. Violation of regulations that resulted in serious disruption or harm to the management of our school, to the order of our community, to the learning and living condition for students, and to the legal rights of an individual, organization, and state.

                           7. Offenders of rules and regulations that resulted in repeat sanctioning, or those who failed to make correction after sanctioning.

Article 12         Jurisdiction of administrative offices and process of disciplinary action taken:

                           1. Jurisdiction for sanction prompting Record of Demerit or less severe action resides in the administrative offices of International Education School. These sanctions shall be published on official intra-university memo.

                           2. Jurisdiction of sanction prompting disciplinary probation or academic expulsion resides in the conference between International Education School and President’s office of KMU: International Education School shall make recommendation on disciplinary action taken, Vice President finalises decision for disciplinary probation, and President’s office finanlises decision for academic expulsion. Decision on disciplinary action taken shall be kept on record and published on: official intra-university memo, official memo for Ministry of Education of Yunnan Province, and official memo for Public Security Bureau of Kunming.

                           3. Jurisdiction for investigation into violation of academic dishonesty (cheating, plagiarism, etc.), resides in the Teaching Affairs Office of International Education School. Findings from the investigation shall be transferred to Students Affairs Office of International Education School for decision of disciplinary action.

                           4. Misconduct outside of investigative jurisdiction of International Education School, such as civil misconduct, shall be turned over to relevant offices and departments; in case of need, jurisdiction shall be handled by the school security department for investigation; recommendation on disciplinary action taken shall be given by the school security department; findings are transferred to administrative office of International Education School for appropriation of disciplinary action.

                           5. After proper investigation and appropriation of disciplinary action, International Education School shall state its decision within 7 working days.

                           6. Student or his/her authorized agent shall be informed of investigated facts, reasons, and basis for disciplinary action. Student or agent, if desires so, shall file a written statement of appeal to International Education School within 3 working days; after appeal period, student or agent waives the right to appeal by default.

                           7. Decision of disciplinary action shall be informed by personnel of International Education School and signed by the student himself/herself. In the case of student’s refusal to sign or inability to sign due to probable cause, 2 witnesses are required for testifying to the delivery of decision. Letter of disciplinary action shall be kept in student’s record.

                           8. Decision of disciplinary action shall be made know in specified range through the University. If needed, International Education School shall inform parents of the student against whom the disciplinary action is taken. In cases where content of the sanction concerns state secret or privacy, the publication of such decision is in the discretion of the International Education School.

Article 13         Appeal process after issuance of disciplinary action:

                           1. Within 10 working days of receiving notification of disciplinary action, student may submit written appeal to the Student Appeal Processing Committee of KMU; after the appeal period, student waives the right to appeal by default.

                           2. Student Appeal Processing Committee of KMU should review and investigate a student’s case within 15 working days of its receiving of written appeal. In cases where disciplinary decisions need to be changed, Student Appeal Processing Committee shall inform the University for reevaluation of previous disciplinary decision.

                           3. In case where student objects to the decision of KMU about the reinvestigation and reevaluation, he/she shall have the right to appeal (within 15 working days) to the Ministry of Education of Yunnan Province.

Chapter 2  Specific Provisions

Article 14         International students shall neither have speeches and behaviours against China and its government, nor participating in illegal social, political, and religious activities. Provisions to violation of the Constitution of People’s Republic of China and Law of People’s Republic of China on Assemblies, Processions and Demonstrations; organizing, conspiring, eliciting crimes against community and national security, participating in illegal organization and activity, organizing illegal religious activity, and organizing illegal protest that distorts the social order of community:

                           1. In the case of minor damage done to community, Record of Demerit or disciplinary probation shall be imposed.

                           2. In the case of serious damage done to community, or repeat violator of these laws, academic expulsion is the appropriate form of disciplinary action.

Article 15         Violators of national laws resulted in punishment for civil or criminal offense shall be imposed of following disciplinary action by school:

                           1. Student sentenced by a judiciary department to house arrest or jail or prison or deportation due to criminal offense shall be imposed of academic expulsion. In the case where a student’s criminal offense did not prompt prosecution, he or she shall receive disciplinary probation.

                           2. Student sentenced to administrative detention for civil offense shall be imposed of Record of Demerit or disciplinary probation.

                           3. Student given warning, or fined by a judiciary or executive department shall be imposed severe warning or Record of Demerit by school in accordance to severity.

Article 16         Disruption to the normal order of Civic Moral Code, Higher School Student Code of Conduct, administrative operation, enrolling, teaching, and living condition of the community shall receive the following disciplinary action:

                           1. Organizing boycott to class, to canteen, etc. which resulted in disruption of normal teaching and living orders shall be given disciplinary action at least Record of Demerit based on severity.

                           2. Disruption of order in class; being clamorous, insulting, and eliciting humiliation of a teacher or staff, shall be given warning or severe warning based on severity.

                           3. Harming and disrupting of living condition or learning condition through loud music, clamorous activities, etc. with hostile attitude and ignoring dissuade, resulting disruption of teaching and living orders, shall be given warning or severe warning based on severity.

                           4. Alcohol drinking by international students in dormitory, shall be given warning or severe warning once they are found. Alcohol abusing results in eliciting and resulting of physical altercation as well as school and social unrest with baneful influences, shall be given disciplinary action of Record of Demerit. In cases of serious repercussion but student shows good behaviour toward repentance, imposed sanction shall be disciplinary probation; in cases of serious repercussion but student shows no sign of repentance, imposed sanction shall be academic expulsion.

                           5. Accommodation of others in dormitory without permission, based on severity, shall be given sanction no less than warning; accommodation of opposite sex in dormitory without permission, based on severity, shall be given sanction no less than severe warning.

                           6. Creating community unrest in the campus, setting off fireworks, littering of dangerous objects such as but not limited to garbage, bottles, tables, stools as well as flaming things from window/balcony results in harmful influences but not causing accidents shall be given sanction no less than severe warning based on severity; for those causing accidents, sanction of no less than Record of Demerit shall be given based on severity. Sanction of no less than severe warning shall be given to the intentional damage to dormitory, building aisles, reading room, student activity room, kitchen, laundry, etc.

                           7. Disobeying or insulting of a managing staff shall be given sanction no less than severe warning based on severity.

                           8. Insulting, beating, ragging of the classmates shall be given sanction no less than severe warning based on severity.

                           9. Using banned electronic apparatus such as naked light, heating rod, electric heater, etc. shall be given sanction no less than warning; in cases where said usage causes fire, students shall be given sanction no less than Record of Demerit, in addition to financial compensation for the loss in damage.

                           10. Students will be given sanction no less than warning on the severity of the case if they spoil the books of the library, change the old for the new and borrow books by a stolen card.

                           11. A sanction no less than warning based on the severity of the case will be given when students make trouble against teachers and staff who are judges of comprehensive evaluation, examination results, award appraisal, and sanction, etc.

                           12. When students wear slippers or vest, or are barefooted, or are in gallus or miniskirt, they are forbidden to enter classrooms, library, office, hospital, or to attend the ceremonial or collective activities organized by the University or School. A sanction of no less than warning shall be given to those who ignore dissuading and the repeated offenders.

            13.A sanction no less than severe warning will be given when students overspeed or overload in riding electric motor or when students drive motor vehicles (petrol motor, car, ect.) and ignore dissuading. If result in traffic accident, besides compensation, A sanction no less than Record of Demerit will be given. If violate the laws, investigation and sanction by the Public Security Bureau are necessary.

            14. To engage in activities which are not in accordance with the status of international students, which including illegal business activities such as the employment, recruitment and defraud during the study period. Once verified, a sanction of disciplinary action no less than academic probation shall be given based on severity.

            15. Maliciously arrears of tuition, accommodation, insurance and other related expenses, there is no change after the criticism and education, a sanction no less than Record of Demerit will be given.

Article 17         Student who harms the legal rights of other individual or organization shall be imposed of the following sanctions based on severity:

                           1. Hiding, damaging, or destroying the integrity of other’s property including mail, based on severity, shall be imposed sanction no less than sever warning, in addition to financial compensation for loss in damage.

                           2. Forging, manufacturing, distributing, false claiming, false using, and selling or transferring of official certificates or certifying documents shall be given sanctions no less than severe warning based on severity.

                           3. For purpose of selfish gain, privately forging and falsifying official seal, privately altering and forging of academic records or signature, based on severity, shall be given sanctions no less than Record of Demerit.

Article 18         In cases of producing, manufacturing, holding, consuming and distributing of controlled substance (contraband, psychotropic drugs, etc.) with criminal or administrative punishment received, student shall be given heavier sanctions under Article 15.

Article 19         International students who engage in a fight, shall be given sanctions as follows

                           I. As a starter of the fight.

                           1. A sanction of no less than severe warning will be given when students, although not engaging in the actual fighting, raise problems by insulting language and result in fighting.

                           2. A sanction of no less than Record of Demerit will be given when offenders engage in the fighting but without injuries or with only slightly injuries.

                           3. A sanction of no less than academic probation will be given when offenders engage in the fighting and result in serious injuries.

                           4. A sanction of no less than disciplinary probation will be given when the fighting comes to an end, but offenders retaliate and result in negative influences

                           5. A sanction of no less than disciplinary probation will be given when offenders engage in fight for twice or more.

                          6. A sanction of no less than Record of Demerit will be given when offenders insult and assault students, teachers, and staff; A sanction of no less than disciplinary probation will be given when the result is of severity.

                           7. A sanction of no less than Record of Demerit will be given based on the severities when offenders gather with persons not associated with the University.

                           8. In cases of gathered fighting, a sanction of no less than disciplinary probation will be given to the starters and organizers based on the severities; a sanction of no less than severe warning will be given to the participants based on the severities.

                           9. In case of using controlled knives during fighting, a sanction of no less than Record of Demerit will be given.

                           II. as a plotter

                           In case of student plans and instigates others to a fight, though the student is not engaged in the fighting, a sanction of no less than Record of Demerit will be given.

                           III. as a participant

                           In case of student actually aggravate the fighting, but with title of “to stop fighting” and inclining to one side, will be given a sanction of no less than severe warning.

                           IV. as a perjurer

                           1. A sanction of no less than severe warning will be given when student perjures for others, though the student is not engaged in the actual fighting.

                           2. A sanction of no less than Record of Demerit will be given when student perjures for others and at the same time engages in the fighting.

Article 20         To encroach, to steal, as well as to defraud on public and private properties, besides full compensation and punishments issued by public security authorities, will be punished by the University as follows:

                           1. A sanction of no less than severe warning will be given when student steal public and private properties.

                          2. A sanction of no less than Record of Demerit will be given when student steal others’ certificates, credit cards, bankbooks, etc. to obtain or to false claim others’ properties, and in additional, all false claimed properties shall be returned.

                           3. A sanction of no less than warning will be given when student pick up others’ property without returning, or occupying the report-as-lost properties.

                           4. In case of being watcher for other offenders, provider of information, provider of tools of offenders, either helper of offenders to hide and to shelter illegally collected properties, will be regarded as actual offenders or participants.

                           5. A sanction of warning or severe warning will be given based on the severities when student falsely using others’ account to log in internet or to make phone calls.

                           6. Severe sanction will be given to the repeated offenders and organized offenders, sanction will be added until the issuances of academic expulsion.

                           7. In case of stealing by prying, confirmed by the department of security of the University, a sanction of Record of Demerit will be given when nothing is obtained through stealing; a sanction of disciplinary probation will be given when properties are obtained through stealing.

                           8. A sanction of warning or severe warning will be given based on the severities to the buyers of stolen goods or goods with unknown resources.

                           9. A sanction of no less than Record of Demerit will be given based on the severities when student occupies public or private properties by defrauding, snatching and extortion.

                           10. A sanction of no less than Record of Demerit will be given based on the severities when student steals official documents, official seals, official archives and etc.

                           11. With penalties paying to library, a sanction of no less than warning will be given to the student who steals books from library.

Article 21         In cases of damaging public properties, with full compensation, the offenders will be given sanctions as follows:

                           1. For destruction of or damaging to property valued at less than 500 RMB, a sanction of warning or severe warning will be given based on the severities.

                           2. For destruction of or damaging to property valued at more than 500 RMB, a sanction of no less than severe warning will be given based on the severities.

                           3. Heavier punishments will be given to the student who damaged fire safety infrastructures, traffic infrastructures, public security infrastructures, etc.

                           4. Sanctions shall be given less or cancelled when destruction of or damage to property without malicious intent with full compensation paying timely.

Article 22         In case of soiling the environmental sanitation and disturbing the public order of the University, sanctions will be given based on the severities as follows:

                           1. A sanction of warning or above based on the severity will be given when student, ignores dissuading, to mark, to paint, and to paste without permission on buildings or public equipments.

                           2. A sanction of warning or above based on the severity will be given, as well as full compensation shall be paid, when student, ignores dissuading, to damage the University facility, and to destroy the lawns and the green.

                           3. A sanction of warning or above will be given based on the severities when student soils the environment of dormitory areas.

                           4. A sanction of warning or above will be given based on the severities when student disturbs the orders of classes, library, meetings, and other public areas.

                           5. A sanction of warning or above will be given based on the severities when student put improper things into toilet, water channels, and etc.

Article 23         Sanctions for gambling, disguised forms of gambling, providing places, equipments, and funds for gambling are as follows:

                           1. Providing places, equipments, or funds for gambling, shall be given a sanction of warning.

                           2. Participants: A sanction of severe warning will be given to the general participants and the first offenders; a sanction of record of demerit will be given to the organizers; a sanction of no less than disciplinary probation will be given to the participants of gambling results in severe consequences and baneful influences.

                           3. A sanction of no less than disciplinary probation will be given to the repeated offenders.

                           4. In cases of gambling related altercation including physical altercation, participants shall be given heavier sanctions according relevant articles.

                           5. In cases where the act of gambling results in criminal or administrative felony, sanctions shall be given according to Article 15.

Article 24         In case of participating illegal pyramid scheme as well as illegal trading, all the goods involved will be confiscated and in addition, a sanction of warning or severe warning will be given when the case is slight or a sanction of record of demerit will be given when the case is severe

Article 25         To watch, to produce, and to distribute pornographic contraband and other illegal objects, sanctions will be given as follows:

                           1. Reception and watching of pornographic contraband such as books, magazine, websites, visual videos, etc. will be given a sanction of warning; in cases of repeat offenders, a sanction of no less than severe warning but not exceed disciplinary probation will be given.

                           2. To describe, to draw, to produce, to copy, to sell, to rent, to transfer or to distribute any kinds of pornographic contraband and objects will be given sanctions no less than Record of Demerit.

Article 26         Sanctions for serious violation of social order and ethical conduct, violation of civic moral code, violation of students code of conduct, disrupting social moralities:

                           1. A sanction of severe warning will be given when student flirt and insult the opposite sex in less severity.

                           2. In case of serious molestation, insulting, or harassment messages, sanctions of record of demerit or disciplinary probation will be given.

                           3. Prostitution or soliciting of prostitutes will be a sanction of disciplinary probation or academic expulsion.

                           4. In case of intercourse with the opposite sex with malicious intent for the purpose of humiliating and molestation, and resulting in severe consequences, will be given a sanction of disciplinary probation or academic expulsion.

                           5. A sanction of no less than severe warning based on the severities will be given when student accomodate opposite sex persons in dormitory or stay over night with opposite sex persons in dormitory.

Article 27         Offenders through using of internet will be given sanctions as follows:

                           1. Damaging and defamation benefits of the University or of others by creating conspiracy theory, misleading slanders and disturbing expressions, as well as distributing rumours will be given sanctions no less than severe warning based on the severities.

                           2. Manufacturing and distribution of computer viruses, deploying hacking or malicious software or emails to damage the integrity of the computer system and network, will be given a sanction of no less than Record of Demerit based on the severities.

                           3. Spreading materials of terrorism through internet and materials disrupting normal social orders will be given a sanction of no less than disciplinary probation.

                           4. Other offenders violating the Chinese network administrative regulations will be given a sanction of no less than warning based on the severities.

Article 28         Absence from school and school related activities without permission will be given sanctions as follows:

                           1. Warning for total absence of 5 teaching hours calculated through random inspection.

                           2. Severe warning for total absence of 10 teaching hours calculated through random inspection.

                           3. Record of demerit for total absence of 15 teaching hours calculated through random inspection.

                           4. disciplinary probation for total absence of 20 teaching hours calculated through random inspection.

                           5. Academic expulsion for total absence of 25 teaching hours calculated through random inspection.

Article 29         Violations to Regulations on Examination Violations for International Students of Kunming Medical University, and relevant offenders, will be given sanctions of no less than warning as follows:

                           IStudents who violates the examination rules (behaviours regarded as violations shall refer to Regulations on Violation of Examination Rules for the Students of International Education School in KMU), will be given a sanction of warning; for severe case, the corresponding subject will be marked as zero points with a sanction of severe warning.

                           II. Students who cheats in the examination (behaviours regarded as cheating shall refer to Regulations on Violation of Examination Rules for the Students of International Education School in KMU), will be given a sanction of no less than record of demerit based on the severities, and the corresponding subject will be marked as zero points.

                           III. A sanction of at least record of demerit will be given as follows; with severe case, sanction of disciplinary probation or above will be given:

                           1. Filling in personal information (i.e. name, student ID, etc.) not accordance with oneself.

                           2. Bringing relevant information to exams through written materials or electronic devices storing relevant materials.

                           3. Exchange of materials, exam papers, answer papers, draft papers, etc. during examination.

                           4. Plagiarizing through transferring of answer from another person or helping others to plagiarize.

                           5. Purposely damage or destroy exam papers, answer sheets or exam materials.

                           6. Drawing or writing relevant exam information on examination room objects or on any parts of students’ bodies.

                           IV. A sanction of no less than disciplinary probation will be given if the cases are as follows:

                           1. To masquerade as or to masquerade for someone in examinations.

                           2. To use electronic devises capable of transmitting and receiving information during examination (include taking mobile phone with oneself and keeping mobile phone in working state during the examination)

                           3. To participate in gathered cheating involving 3 persons or above.

                           4. To steal and to rob others’ exam papers or answer papers, or take answers from other through coercion.

                           V. A sanction of academic expulsion will be given if the cases are as follows:

                           1. To organize gathered cheating involving 3 persons or above.

                           2. Repeated offenders.

                           3. To sell or to purchase of test papers (including fake test papers) resulting in serious disrupting examination orders.

                           VI. Other forms and acts of cheating and violations of examination regulations will be given sanctions according to the Item II, Item III and Item IV.

Article 30         In cases of academic dishonesty, and damage to laboratory equipment, sanctions will be given as follows based on the severities:

                           IIntentional and unrealistic boasting, of research results, of marketing value, and of social awareness that contributes to negative repercussions, as well as separating indistinctive research results into multi results in purpose of increasing the said research results, shall be given sanctions no less than warning in accordance with the severity.

                           IIIn the cases to any of the following, sanctions shall be imposed no less than Record of Demerit:

                           1. To plagiarise others’ research contents or materials; to false claim others’ work by changing names; to use others’ research results in published works without proper citation or reference.

                           2. To include names in publications without participation in the research; to change authors’ names or the sequences without permissions; to publish, to announce or to transfer cooperative research findings privately.

                           3. To report or to provide false academic achievements; to forge experts’ evaluations, certificates, etc.

                           4. To fabricate or to falsify experimental data and statistic materials.

                           5. To sell or to transfer experimental materials without permission.

                           6. To destroy and to damage intentionally of laboratory equipment resulting in serious financial losses.

                           7. Leaking or revealing sensitive research information to others.

Article 31         Students will be given sanctions during the internship and practice when violations are found as follows:

                           1. A sanction of no less than severe warning will be given when student leave the hospital without permissions.

                           2. A sanction of no less than warning will be given when student violates the rules of equipments operation and results in damaging the devices and equipments from their normal functions.

                           3. A sanction of no less than warning will be given when student not obey orders given by leading teachers or staff and results in baneful consequences, as well as student who receiving announced criticizing from internship hospitals.

Article 32       In case of violating Regulations on Dormitory of International Students of International Education School and relevant regulations of the University, students will be given sanctions of no less than warning based on the severities as follows:

                           1. A sanction of warning will be given when students occupy other beds or change room without permissions; a severe warning will be given when students ignores dissuading of teachers or staff.

                           2. A sanction of warning will be given when students break into the university or dorm without registration for late return by climbing into the campus or dorm; a severe warning or above will be given when students are holding a bad attitude.

                           3. A sanction of warning or severe warning will be given when students make noises, create disturbances, play high volume music, gather for birthday or festival parties in students’ dormitory.

                           4. A sanction of warning or severe warning will be given, and to confiscate in addition, when students use hi-power devices (i.e. cookers, induction cookers, water heaters, etc.) as well as students privately connect electric wires; in case of fire alarm, besides the full compensation, a sanction of no less than record of demerit will be given; if violating relevant laws, offenders will be sent for treatment by the public security authorities.

                           5. A sanction of severe warning will be given when students store or use flammable, explosive and virulent products in the dorm; a sanction of record of demerit will be given based on the severities when students ignore dissuading and causing serious consequences; if violating relevant laws, offenders will be sent for treatment by the public security authorities.

                           6. A sanction of no less than warning will be given based on the severities when students soil the public environment.

                           7. A sanction of warning will be given when students raise pet in dormitory after being dissuaded.

                           8. Students who involve in fighting, abusing alcohol, abusing drugs, committing prostitution, allowing opposite sex persons to stay in dormitory, will be given sanctions according to Regulations on the Sanctions of Discipline Measures for International Students of International Education School.

                           9. A sanction of record of demerit will be given to the students who rent to live off-campus without permissions or without completing relevant procedures.

Article 33         A sanction of no less than severe warning will be given when students perjury for the offenses.

Article 34         Offenses not listed on the above provisions shall be reviewed and judged through relevant articles and provisions of the regulations.
