Regulations on Dormitory Management for International Students of KMU

Chapter 1  General Provision

Article 1           The regulation is laid down in order to maintain tidy, safe and comfortable environment for leaning and living. At the same time in order to regulate the order of the dormitory, to optimize the educational environment, to create a good style of dormitory, study and school spirit, combined with the school practice, these provisions are hereby formulated.

Article 2           The regulation is applicable to all the international students residing in the school dormitory.

Article 3           The Regulations shall be interpreted and implemented by the International Education School of Kunming Medical University. 

Chapter 2  Rights and Obligations of Students

Article 4           Students are endowed with the following rights:

                           1. Students have the rights to apply for the dormitory.

                           2. Students have the rights to participate into the competition for the model dormitories.

Article 5           Students should fulfil the following obligations.

                           1. Students must obey the regulations of Kunming Medical University

                           2. Students must pay the accommodation fees on time.

Chapter 3  Dormitory Management

Article 6           The Section of Students’ Service of the International Education School is responsible for supervising and guiding the students to obey the rules and urge them to strive for the model dormitory. All the misconducts of the students will be dealt with seriously in accordance with the regulation. The coordinators and other teaching staff are encouraged to visit the dormitories (no less than twice per month) to supervise the implementation of the school regulation and get feedbacks from the students.

Article 7           When registering, the students should pay the accommodation fees. The accommodation will be prearranged by the International Education School. Students should follow the due procedures to check in.

Article 8           The furniture and other facilities equipped in the dormitories should be checked and registered by the supervisors of the dormitories. If there are any damages or absence of the furniture or other facilities, students should report to the supervisors of the dormitories for repair or exchange. Students can not change rooms without authorization.

Article 9           Students should reside in the prearranged dorms and use the designated furniture, including beds, desks, chairs, and cupboards. Any exchanges or removals without permission are prohibited. A written application is needed to submit to the coordinator and approval by the section of students’ service of international education school in case of specific circumstances.

Article 10         A warning will be issued if the students exchange or remove without authorization, and they should restore the previous states. If the student still disobeys the rules and instructions, he or she will receive at least a serious warning.

Article 11         Students should follow the due procedures to check in. If those who leaves outside the school formerly want to apply for the dormitory, they need to submit the written application with the signature of the head teachers and the approval the head of the Administrative Section of Students’Service.

Article 12         Students comply strictly with all the regulations and rules concerning the management of the dormitories. Please maintain silence and order in the dormitory, and the activities like late returning, shouting, gathering to celebrate birthday, loud music and getting drunk and create a disturbance are not allowed to avoid disturbance to others. Students are not allowed to use the electric cooker, stoves, heater, or other utensils to cook or boil water in your room. Once found, these utensils and devices will be confiscated and a warning will be issued. 

Article 13         Pay attention to your personal hygiene. The dormitory and the surroundings should be cleaned regularly. No spitting and littering. Don’t splash water optionally and dump rubbish in public space or throw them from the window . You are not allowed to raise and keep pets or animals in your dormitory.

Article 14         Students should cultivate the habits of water and electricity conservation.  Turn off the lights and the tap when leaving. Take care of the public property. If you damage something, you have to pay for it.

Article 15         Students should pay attention to manners and civility, and develop fraternal unity and harmonious relationship between classmates. Fighting, drinking alcohol, gambling, taking drugs, prostitution, or other illegal action are strongly prohibited.  

Article 16         Without permission, students can not allow others, especially those of the opposite sex, to stay in the dorm for a night. Otherwise, a disciplinary measure of warning or detention will issued in accordance with the related regulations by the international education school.

Article 17         Students should be careful about the use of energy resources and abide by the rules and regulations of using electricity and water. There are meters for electricity and water. We follow the way of “free use on quota base, but pay for the extra quota”, which means: if you use electricity and water beyond the standard quota, you have to pay for it according to the relevant regulation of the school.

Article 18         Gambling of any kind is strictly prohibited in the dormitory. Once witnessed and verified, the corresponding disciplinary measures will be taken by the International Education School.

Article 19         Students should cooperate with the dorm supervisor to check the rooms. You should not prevent them from implementation of their duties.

Article 20         When checking out, the dorm supervisors will check the usage of furniture, doors, windows and walls. If all of the properties are in good condition, students could check out after returning the keys. If there are any damages to the furniture or loss of the public properties and the walls are smeared, the students concerned should pay for the loss and bear the disciplinary measures. If the students who commit the misconduct can not be identified, the members of the room bear the responsibilities collectively.

Article 21         Those students who are exemplary in obeying the rules and regulations will be awarded; while those who violate the rules and regulations will be punished depending on the severity of the case.

Article 22         Students must obey all the related regulations and instructions of the school and the dormitory in order to maintain tidy, safe and comfortable environment for leaning and living.

Article 23         Outsiders shall offer their valid identifications such as ID cards, Passports, Work IDs in case of enternring the Buildings of International Students' Dormitories, simultaneously, entering record and on-time leaving is required as well.

Article 24   Warning or above punishment will be issued to the students who bring outsiders to their dormitories without approval.
