School Register Administrative Provisions for International Students of KMU
(Applicable for MBBS Students of 2011 and 2012 Batch)

Chapter 1  Enrollment , Registry and School System

Article 1     New international students per semester should enroll and register with their Admission Notice, JW202, health certificate, passport and other relevant documents within the given schedule in International Education School. If they are unable to meet the deadline for enrolment and registry, a written application for the delay of enrolment and registry should be submitted to International Education School for approval before the given deadline. Once the application is approved, an extension of maximum two weeks will be granted to the applicants. Students who fail to submit the written application of extension or fail to meet the deadline of approved extension are taken as giving up their study in the University.

Article 2     New students should submit the required documents which are subject to the further verification by the university. Those who attempt to falsify their information will be disqualified after the school verification.

Article 3      After registered the new students should go to the Yunnan International Travel Health Center for the medical check up. Those who fail to meet the verification requirements will have to take another health examination for some or all of the items at the hospitals which KMU designated. . All the expenses occurred should be covered by himself/ herself. Registration will be denied to those whose state of health is not up to the requirements.

Article 4     New students need to purchase insurance after enrolment within 30 days. The insurance should be renewed annually.

Article 5     Students per semester should register in the International Education School, and pay the tuition fees and accommodation fees in full at the beginning of each semester. Please be noted that the payment of the tuition fees and accommodation fees is the precondition for register. Students who fail to register within two weeks without proper and acceptable reasons will be taken as voluntary withdrawal from the University.

Article 6     The System of Academic Credit is applicable to the international students. The standard study period for MBBS students is 6 years, their academic year at school is 6 to 8 years. 

Chapter 2  Class Attendance and Code of Conduct

Article 7          International students are required to attend the scheduled teaching session in any forms, such as theoretic lecture session, laboratory session, clinical practice-based sessions, and internship, etc. In any specific circumstance, students should ask for leave in advance. Any unauthorized absences or absences exceeding the authorized period and one fails to report back from leave in time are taken as absenteeism.     

Article 8         For a leave of absence within two days (include two days), student shall ask the permission of his or her student coordinator. For a leave of absence within one week (include one week), student shall initiate application process with his or her student coordinator and be granted of permission by the Section of Students Service. For a leave of absence of more than one week but less than a month, student shall initiate application process with his or her student coordinator and the section of students service and be granted of permission by the International Education School.

Article 9          International students can enjoy Chinese statutory holidays. When leaving the campus during the holiday, students should keep the teachers informed and go through the due procedures to ask for leaves.

Article 10        Going to the class late or leaving the class early for three times will equal to absence for one time.  The time of students’ absence will be measured by the actual teaching time (the time of teaching practice and internship is 8 credit hours per day). The missed teaching practice and internship should be made up in the related departments.

Article 11       University policies on absenteeism for international students:

                               In case of full monitoring, disciplinary action will be taken to students whose absence time accumulatively accounts for 1/3 of the total attendance time of the course, in addition, students are not eligible to be assessed and receive Zero mark for the course. For students whose absent time accumulate to 10 hours or more, the following disciplinary actions are taken:

                           (1) Grand total 10 hours absence: a warning notice will be issued

                           (2) Grand total 20 hours absence: a serious warning notice will be issued

                           (3) Grand total 30 hours absence: recording of misconduct will be issued

                           (4) Grand total 40 hours absence: academic probation will be taken

                           (5) Grand total 50 hours absence: considered as give up studentship voluntary and withdrawal from the university

              In case of periodical monitoring, students who are accumulatively absent for five times on a course in a term are not eligible to be assessed and receive Zero mark for the course. For students whose absent time accumulate to 5 hours within one semester, the following disciplinary actions are taken:

          (1) 5 hours absence on random monitoring: a warning notice will be issued

                           (2) 10 hours absence on random monitoring: a serious warning notice will be issued

                           (3)15 hours absence on random monitoring: recording of misconduct will be issued

                           (4) 20 hours absence on random monitoring: academic probation will be taken

                           (5) 25 hours absenceon on random monitoring: considered as give up studentship voluntary and withdrawal from the university

Chapter 3  Academic Credit and Grade Point Average

Article 12  Credits directly indicate how the student’s academic program is going on, and it also implies the difficulty level of the courses and how the schedule has been well-arranged. Meanwhile, credits is the important basis of studentship management. Calculation of credits: the calculation of credits refers to the standard teaching project and course hours; 18 class hours is counted as 1 credit, the internship for each week is counted as 1 credit, and the minimum of credit is 0.5.

Article 13  All international students are required to earn credits which no less than the minimum credits for the major requirement and follow the program to be qualified for graduation. Also the credits should meet the requirements of the credits structure.

Article 14  The minimum credit for each semester is based on the requirements of training program.  

Article 15  Evaluating student’s academic level based on Grade Point Average.

        1. GPA for each course = course credits × the grade point average of the course

       2.  GPA = total grade point from all courses ÷ total course credits

       3.  The calculation for GPA only applies for required courses.

       4.  To convert points of score (out of 100) to GPA follows the formula below:

           90-100 points equivalent GPA 4.0-5.0 

           80-89 points equivalent GPA 3.0-3.9

           70-79 points equivalent GPA 2.0-2.9

           60-69 points equivalent GPA 1.0-1.9

           Below 60 point equivalent GPA 0

Chapter 4  Academic Credit Procurement

Article 16  All courses need to be approved to pass and gain credits through

qualified examination and satisfied score for all international students.

Article 17  The credits can be obtained once the make-up exam and retaking course are qualified to pass.

Chapter 5  Make-up examination, Retake a course and Exemption

Article 18  Make-up exam is available for failure of required courses. Each course offers one opportunity for make-up exam. Retaking the course is needed after failure of the make-up exam.

Article 19  Retake course(s) is(are) offered to student who failed to pass the course. Student may register the retake course(s) based on the course schedule and their own condition. Student may register for retake courses for unlimited times. If the student meets any scenario below, the retake course is required:

         1. Those who failure of make-up exams for required courses or the failure of retake courses.

         2. Those who missing or absence of scheduled course exam except deferment of examination.   

Article 20  The process of application for retaking course(s).

         1. All international students who attempt to retake course(s) are required to fill the Kunming Medical University course retaking application form, submit to International Education School, and pay the course fee at financial office once the application is approved.

         2. Students may not be allowed to retake course(s) with unapproved application. The credits may not be admitted if students attend the course without official admission.

         3. All international students who break the course retake policy will be treated refer to the enrollment status policy. 

Article 21  The method for retaking course(s).

         1. Attend the regular shift of the class: the students who retaking courses may attend the equivalent level of the course and examination from any grades or classes.

         2. Form a new class: over 30 students who attempt to retake a certain course may form a new class.

·                                    3. Self-study: students may choose study independently if the students are less than 30 and it is not available to form a new class or having schedule conflict with the other selective courses.

 

Article 22  The supervision for course retaking international students

         1. The total credits, which include credits for retaking courses and regular selective courses, for international students cannot exceed the maximum credits for every semester.

         2. The international students who retaking courses are required to obey the teaching administration rules.

         3.  The students who retaking courses because of changing major or resuming study  after suspension are following all policy above.

Article 23   According to the regulation of the Educational Department, all international students may allow be exempt from taking political theory courses, military theory and practical courses.            

Chapter 6  Examination and Records of Examination

Article 24         International students must attend the examination of their compulsory and optional courses. The assessment can be divided into examination and test. All the courses in the teaching plan will be examined, the courses are graded with the 100-mark system with 60 marks as the minimum requirement for passing.  The examination will be held at the end of the semester or courses. The optional courses will be tested, the courses are graded with qualified and unqualified. All the examination will be finished before the 18th week of each semester.

Article 25         The assessment is conducted in different forms, including paper test, oral test, clinical practice, etc. The final mark for a course shall be decided by the overall average of assessment at ordinary time (include mid-term examination, class discussion, coursework, essay, attendance records, quizzes, experiment and practice report, casuistics and medical record writing, etc) and final examination.

Article 26         The subject that will cover more than one semester and will have an examination for each semester will be graded as one subject for each semester. The individual setup of experiments, internship, and other clinic practice is graded as one subject. Graduation internship, midterm examination and graduation test are graded as one subject respectively.

Article 27  The assessment for the courses are graded with the 100-mark system, greater than or equal to 60 marks as the minimum requirement for obtaining credit.

Article 28         In the case of a student failing a subject, he or she shall apply for make-up or retake of that corresponding examination for one time, qualified result for make-up examination will be recorded with 60 marks, the GPA will be 1.0.

Article 29   Examination and Records of Examination for Retake a course

(1) The international student who retake a course should take the examination with the lecture class.

(2) Actual mark shall be given for the records of examination on retaking a course, and recorded as retaking course in the archives. 

Article 30        Management for the examination result

          In the case where a student is in doubt of the final examination result, he or she has the right to apply for recheck for mark. Request to recheck of final examination mark shall be made at the next academic term, within a week after term commencement. The students shall apply for the recheck to the section of teaching affairs, with the approval of the International Education School the corresponding teaching department shall be in charge of papers recheck. The students themselves and their parents have no access to the examination papers and are not allowed to ask for the examination results from the teaching department or the teachers of the courses directly. The International Education School shall formally inform the student of his or her result after the recheck process is completed. Student forfeits the right to recheck an examination paper when he or she fails to initiate their check request within allotted time. Student is disallowed to request for recheck on a make-up examination.

Article 31         Measures for the students who are absent from classes, absent from examinations, apply for extension, or cheating in the exams:

                           1. In case of full monitoring, where a student is absent for 1/3 or more class periods for a particular course, he or she shall be deprived of qualification to sit for its corresponding final examination, and will get Zero mark. Besides, the students shall bear the corresponding disciplinary action. In case of periodical monitoring, students who are accumulatively absent for five times on a course in a term are not eligible to be assessed and receive Zero mark for the course. 

                           2. Student shall apply for extension or suspension to sitting an examination if and only if special circumstance arises. Students who apply for extension due to illness, they should submit the certificate issued by the health care centre of Kunming Medical University before the exam. Students are not eligible to examination extension if the certificate is provided after the exam. Student who has obtained permission for examination extension shall apply to sit for the paper during the ensuing term together with students who have to sit for the make-up papers, or students who do the corresponding subject exams. Students who fail to take the examination upon the graduation will receive Zero mark. Any unapproved extension or suspension of exam will be marked as “absence of exam”.

                           3. Absence of examination will result in Zero mark of the assessment of the course. Those students who acknowledge their misconduct can apply for make-up examination and after approved by the international Education School, they can only take make-up examination for the course. If they are absent from make-up examination will be regarded as give up the opportunity and no reexamination will be arranged for them.

                           4. Students should obey the rules and regulations of examination. Cheating of any kind is strongly prohibited. Student who violates examination rules or cheat during exam, the exam results will be marked Zero mark. The students shall be criticized and educated or subject to disciplinary actions according its severity. Those students who acknowledge their misconduct and behave well can apply for make-up examination to the international education school. Once approved, they can resit the exam in the next semester.

Chapter 7  Management for Period of Academic Credit

Article 32         Students should complete all the courses and get minimum credit at this period to meet the requirements of credit structure according to the training project for foreign students; student can only advance to the next grade level when all requirements are met. During the period proceeding and demotion in grade level will not be carried out, students who fail to get credit can apply to restudy to obtain the credit at anytime unlimited.

Article 33         Student who fails to obtain the required credit at any period must relearn, the study time can not be longer than projected flexible academic years, or will be withdrew from the university.

Article 34  Students who fail to pass the courses and accumulated owe over 15 to credit at the end of the semester, will be given a public warning notice, the school will inform the student him or herself and their parents as well. For students who accumulated owe more than 30 to credit , will be given the disposition of withdrawl from the university.

Chapter 8  Suspension and Resumption of Study

Article 35         Students are able to suspend their study upon their personal request or under the requirement of the University. Length of suspension normally is one year. Upon approval, students are able to suspend their study for two years due to sickness, but accumulatively the length of suspension should not exceed the total length of schooling. The start date of suspension is counted from the date when students are unable to attend school.

          In addition, students with the following circumstances are required to suspend their study:

                           1. If doctors confirm that time for students to recover from their illnesses account for 1/3 of their study time in a term;

                           2. Absence due to sickness or personal affairs exceeds over 30 days in a term, based on the records of student attendance;

                           3. Students who are unable to do the regular study and can not complete the school training plan.

           Students who are applying for suspension should submit written application (doctor’s confirm certificates are needed due to illness), student is able to suspend his or her study approved by the International Education School.

            4. Students during the internship who are unable to do the regular internship more than one month in half year or two months in one year, they are required to suspend their study.

Article 36         The following policies are applicable for international students who are applying for suspension:

                           1. Students are allowed to leave school after finishing the required procedures of suspension. The University will keep the students remain enrolled.

                           2. During suspension, students who have been granted with scholarship are unable to enjoy the benefit of the scholarship.

                           3. If suspension is due to sickness, students are responsible for their medical expenses.

Article 37         Regarding resuming the study after suspension, the following policies are applicable:

                           1. Students must apply for resuming their study before their suspension is due. If suspension is for illness treatment, students should submit the confirmation of recovery by his doctor/s to the University Health Centre for review, and to the school where they are studying at and International Education School for approval to resume their study.

                           2. The University will arrange the students’ study plan after resuming.

                           3. During the suspension, students who offend Chinese law are not eligible to resume their study and will be academically dismissed.

Article 38         During the suspension, students are not allowed to participate in any assessment of courses. If any accidents or torts incur during the students’ suspension, the University is not responsible for any consequence of the accidents or torts.

Chapter 9  Withdrawal of Study

Article 39         If any of the following circumstances occur to international students, they are required to terminate their study in the University:

                           1. Length of schooling (including suspension period/s) accumulatively exceeds 2 years than the allotted length, no matter for whatever reasons;

                           2. Students who do not attend class continuously for over two weeks without permit;

                           3.. Students who apply for resuming their study two weeks before their suspension is due, or their application to resume their study is rejected;

                           4. Students are confirmed to have certain diseases or disable to complete their study by the University authorized hospitals;

                           5. Students conceal their previous medical history and admit to the qualification majors;

          6. Students who do not pay relevant fees to the school;

                           7. Students who request to terminate study approved by their parents;

          8. Students who fail to pass the courses and accumulatively owe over 30 to credit;

          9. Students who cheat accumulatively two times in the examination.                                

Article 40         Decision for student who has been asked to be withdrawn from school is made from recommendation by the administrative offices in the International Education School, and finalized by the vice president in charge. Student shall receive of such finalized decision signed by the student. In the case of student’s refusal to sign or inability to sign due to probable cause, 2 witnesses are required for testifying to the delivery of decision. Decision for student’s academic withdrawal shall be kept on student’s record by the international education school, and also be filed at the administrative offices of Yunnan Educational Department. Student shall complete necessary procedures for leaving the school within one week of the finalized decision. In the case where student fails to complete leave of school procedures within allowed time, International Education School shall complete the necessary procedure in the student’s stead, and he or she shall be considered as have left the school. International Education School shall inform the Exit and Entry Bureau of Kunming regarding student’s withdrawn from school status; this will effectively revoke the student’s residence permit.

Article 41         Students who have been confirm withdrawal of study can not maintain the student status or apply for suspension of schooling. They are required to complete the withdrawal procedure within specified time.

Article 42         Guidelines on treatment toward withdrawn students:

                           1. Kunming Medical University shall contact the parents or legal guardians of a withdrawn student who is mentally unsound or has physical disability; their presence in China will ensure the safety of student’s return trip back to his or her home country.

                           2. Withdrawn student shall complete the formalities within one week after they receive the notice of withdrawal or the decision of withdrawal is publicized.

                           3. If students fail to complete the formalities within specified time, their student status in the university will be automatically cancelled.

                           4 Students who withdraw and dismissed from the school are not allowed to apply for resumption of study to Kunming Medical University.

Article 43         Objection or complaint toward school’s decision to withdraw a student can be made according to relevant rules in dealing with complaint at International Education School in Kunming Medical University.

Chapter 10  Clinic Practice

Article 44         Prior to internship, it is mandatory for student to receive training in clinical practice; only when a student has passed the assessment and paid off relevant prescriptive fees to the school can he or she proceed to internship. The internship lasts for one year.

Article 45         Students’ internship

                           1. As a rule, the student will be arranged a hospital or a medical service for his or her internship by the school. The student must complete a required level 3 of HSK or pass the Chinese level test organized by the school before placement can be appropriated.

          2. The student is allowed to choose a qualifying medical service for his or her internship only if his or her application approved by the hospital and the school, the student is not allowed to shift hospital during the internship.

          3. During internship, students who are absent for one class hour will lose one point of usual performance ( 8 class hour per day).Students whose usual performance cannot reach 60 point will not pass the after-department examination, and he or she has to restudy internship. For students whose absent time accumulate to 10 class hours or more, the following disciplinary actions are taken:

          (1) Accumulate 10 hours absence: a warning notice will be issued;

          (2) Accumulate 20 hours absence: a serious warning notice will be issued;

          (3) Accumulate 30 hours absence: record of demerit will be issued;

          (4) Accumulate 40 hours absence: disciplinary probation will be taken;

          (5) Accumulate 50 hours absence: considered as give up studentship voluntary and withdrawal from the university.

Article 46         Upon completion of internship programme, student, present with proper documentation and certificate from the internship hospital, shall be qualified to attend graduation examination at Kunming Medical University.

Chapter 11  Changing Schools and Transferring Majors

Article 47   As a rule, students are not allowed to change their schools.

Article 48         As a rule, students are not allowed to transfer their majors. Under special circumstances, students could submit a written application.

Article 49         Special circumstances for which a student is eligible for transferring of major:

                           1. Student who is diagnosed with disease, that affect the student’s ability to continue in his or her original major, but does not affect the student in ability to continue in another major.

                           2. Student who shows tremendous difficulty in learning in the major in question and would otherwise impair his or her personal development.

                           3. Student shows extraordinary talent in another area of study, the transferring of major will grant such student the possibility to excel and obtain outstanding achievements.

                           4. Other special circumstances that are deemed reasonable for transferring of major.

Article 50         Circumstances for which a student is not eligible for transferring of major:

                           1. Student who has already started on his or her specialty courses.

                           2. Student who is in the process of withdrawn form Kunming Medical University.

                           3. Student who is unable to provide a valid reason toward transferring of major.

          4. Other special circumstances that are not deemed reasonable for transferring of major.

Article 51         Student shall initiate application for major transfer on his or her own accord. Student shall provide written consent from his or her parent toward transferring of major. All application documents shall be submitted to International Education School at Kunming Medical University. Student is allowed to transfer to another major only with the approval from the leaders in charge of Kunming Medical University.

Article 52         Student, in principle, is allowed to transfer to another major for one time only. The transference shall take place at the first week of the term ensuing the approval for major transferring.

Chapter 12  Graduation, Completion, No Graduating and Diploma Issuance

Article 53         A student will undergo rigorous graduation evaluation by the school before he or she is issued of a diploma. Only when all academic requirements are met shall the student be deemed completed from undergraduate study and gain placement in the graduation ceremony. The certificate will be filled and issued strictly in accordance with established major and learning form  for students’ enrolment.

Article 54         Cases where a student is granted a letter of certificate for medical education rather than diploma:

                           1. Student fails to get credit required by the school, owing less than or equal to 30 on credit.

                           2. Student fails to complete internship programme, or in some cases fails to complete graduation thesis required by the school, or fails the graduation examination.

Article 55         Student unable to obtain graduation diploma due to failed subjects may apply for arranged make-up examination within 5 years from the graduation date and paid relevant fees. In the case where a student passes all make-up examinations, and all other conditions are meet, he or she shall be issued a diploma replacing the original letter of certificate. The graduation date is fixed to the date of diploma issuance. In the case where a student fails to apply for make-up examination within application time (varies) set by the school, he or she shall be deprived of opportunity for diploma issuance

Article 56         Student unable to obtain graduation diploma due to poor performance in clinic practice may apply for arranged make-up test on completion of a course or clinic practice at relevant department to the international education school and paid relevant fees within one year. In the case where a student passes all make-up examinations, and all other conditions are meet, he or she shall be issued a diploma replacing the original letter of certificate. The graduation date is fixed to the date of diploma issuance.

Article 57         Student who withdraw from the school or unable to meet the requirement of completion shall be issued a letter of certificate indicating the years of medical education he or she has received, provided that it has been at least one year.

Article 58         International students who satisfy the conditions of Measures of Awarding MBBSBachelor of Medicine & Bachelor of SurgeryDegree for International Students of Kunming Medical University (Trial) are eligible to be awarded with corresponding degree adopted by the school committee for the conferment of academic degrees. The University will award the graduation certificate and degree certificate in accordance with learning types and learning form for students’ enrolment.

Article 59         In order to comply with regulations set by the Higher Education Law of the People's Republic of China, Kunming Medical University shall implement the electronic registration of students’ graduation information to Yunnan Provincial Education Department and Chinese Scholarship Council, also shall keep on record at Ministry of Education of China.

Article 60         Students may apply to International Education School for reissuance of diploma in the cases where the diploma paper or certificate is lost, stolen, or damaged. The school will reissue corresponding diploma or certificate after verified. The diploma or certificate has the same effect with the original ones.

Article 61         It is mandatory for students, upon graduation, to complete necessary procedures for leaving school within one week, and update their academic status with Entry and Exit Bureau of Kunming.

Chapter 13  Supplementary Articles

Article 62         The above policies are applicable for full-time international undergraduate students of 2011 Batch and 2012 Batch of Kunming Medical University. For other matters that are not covered in this handbook, national policies and regulations and that of Kunming Medical University shall be referred to.

Article 63         In case of discrepancy, International Education School of Kunming Medical University reserves the authority for final interpretation.
